Reading First
Reading First is a nationwide effort that focuses on enabling all students to become successful readers at an early age. The program is designed to select, implement, and provide professional development for teachers using scientifically-based reading programs. The goals of this initiative aim to increase accountability through ongoing classroom assessment and data collection, thereby building the research knowledge base. Funds are dedicated to help states and local school districts eliminate the reading deficit by establishing high-quality, comprehensive reading instruction in kindergarten through grade 3.

The NEARStar ESL Reading Program builds on the goals of the Reading First initiative by providing a scientifically-based reading/language development approach that combines the research of the National Reading Panel, supplemental reading and language development support for K-3 students, accountability measures through the alignment of reading content to state and national standards, continuous interactive assessments, and Web-based professional and instructional resources for educators.
